The employee needs to submit all supporting documents to the CPMG (Chief Postmaster General), who will forward the case for approval to the DGPS (Director General of Posts).

- MTS/Postman/Mail Guard: For Multi-Tasking Staff (MTS), Postman, and Mail Guard positions, transfers under Rule 38 (both Inter-Circle and Intra-Circle) will not be considered after the notification for the examination for a particular recruitment year has been issued.
- Postal Assistant/Sorting Assistant: For Postal Assistants and Sorting Assistants, Inter-Circle transfers under Rule 38 will not be considered after the examination notification for recruitment is issued. However, Intra-Circle transfers will be allowed if the vacancy is earmarked for filling through an examination conducted by the Department.
- Stenographers: Inter-Circle transfers for Stenographers will be allowed against vacancies earmarked for Direct Recruitment through the Staff Selection Commission (SSC), as it will not affect the total all-India vacancy count.
