A recent Office Memorandum issued on October 18, 2024, has made it clear that once your pension or family pension has been authorized after final assessment, it cannot be revised to your disadvantage, except in cases of clerical errors
Key Updates on CCS Pension Rules 2021
Expanded Qualifying Service
Unlike previous pension rules, the CCS Pension Rules 2021 now recognize:
- Service rendered in State Government jobs (Rule 13)
- Periods spent on deputation to international organizations such as the UN or IMF (Rule 29)
This expansion significantly improves pension and gratuity calculations.
Who Is Covered Under CCS Pension Rules 2021
The CCS Pension Rules 2021 cover:
- Government servants appointed on or before December 31, 2003
- Civilian government servants in the Defense Services appointed to pensionable establishments
- Temporary employees (eligible for gratuity on par with permanent staff)
Special categories include:
- Employees under induction training before Dec 31, 2003, if training was an essential condition for appointment
- Government servants initially appointed before Dec 31, 2003, in Central/State establishments with different pension schemes
- Persons given temporary status under the Casual Laborers Scheme (1993) and later regularized
- Employees whose selection was finalized before Jan 1, 2004, but joining was delayed due to police verification, medical tests, or administrative reasons
Who Is Not Covered under CCS Pension Rules 2021
As per notification and updates of ccs pension rule 2021, following categories remain excluded-
- Railway servants (they follow Railway Pension Rules, 1950)
- Casual and daily-rated workers
- Employees paid from contingencies
- Contributory Provident Fund (CPF) subscribers
- All India Services members
- Persons recruited locally in Indian missions abroad
- Contract employees (unless contract specifies otherwise)

Pension Calculation (Rule 30)
- Less than 10 years of service: Service gratuity = ½ month’s emoluments for every six-month period of qualifying service
- 10+ years of service: Pension = 50% of emoluments or average emoluments (last 10 months), whichever is higher
- Minimum pension: ₹9000/month
- Maximum pension: ₹2,50,000/month
Voluntary Retirement
- Allowed after 20 years of qualifying service with 3 months’ notice
- Retirement becomes effective automatically unless refused before notice expiry
- Cannot be availed if under suspension or facing disciplinary/judicial proceedings
Invalid Pension
- If medically unfit before completing 10 years of service → Eligible for Invalid Pension
Good Conduct Clause
However, it cannot fall below the minimum pension (₹9000) under Rule 44
Pension can be withheld or withdrawn (partially or fully) if convicted of a serious crime or misconduct
